According to Granma news daily, the letter was delivered on Sunday by the Angolan Minister of Public Works and City Planning, Francisco Higinio Lopes Carneiro.

Raul Castro thanked Lopes Carneiro for the important contribution made by the Angolan Government to the nationwide ongoing efforts to recover from the damagese Angolan ambassador in Cuba, Antonio Condesse de Carvalho,
as well as Cuban Army Corps generals Julio Casas Regueiro and Leopoldo Cintra Frias.
