Let us put our small events to the disposition of this other cinema, in a way that creates a distribution alliance here and there of the prize-winning works by way of institutionalized and lasting sections.
Rough Cut projects shall have over 50% of the mounting finished and a sound track, which although provisional, is audible. They must be sent in a DVD format, accompanied by the synopsis and a copy in Word, which will be sent to us by electronic mail.
The scripts shall not have less than 80 double-spaced pages nor be longer than 120 pages. Two printed copies in Spanish, English or French must be sent, as well as, by electronic mail, a copy in Word of each script, its production analysis, and a dossier that must show that the production steps of the script have begun.
The unpublished scripts and the rough cut projects shall be accompanied by a production analysis that confirms that the cost of the film does not exceed USD $300,000 and that the duration will not exceed two hours.
The works must be sent to the Festival Bureau from May 1st, 2008 up to January 15th, 2009.
All those films will be able to participate that represent a legitimate artistic alternative, have been produced especially up through the shooting stage, with a small budget; are already in an analog or digital video format, 16 mm or 35 mm.

As each year, prestigious companies and international specialists will deal with subject matter of great interest in the audiovisual world. Advanced technologies will be exhibited, conferences will be given and discussion forums will be created each morning.
As historic precedents that illustrate paradigmatically the intention of the event, the Festival pays deserved tribute to personalities of worldwide cinema.
