Both presidents went to a platform to take some photos, and later to the Presidential Palace.
Dos Santos said the arrival Wednesday of the Cuban president coincided with the 48th anniversary of the beginning of the armed struggle against Portuguese colonialism.
The presence of Raul Castro reminded him of crucial moments of that liberating action, to which Cuba contributed with military and civil staff, he noted.
Raul Castro said that the historic brotherhood between the two countries was created in the struggle against colonialism and apartheid, led by two exceptional men: Agostinho Neto and Fidel Castro.
The island's statesman mentioned the radical change occurred in Southern Africa after the victory of Cuito Cuanavale, in Angola, and the later offensive in the south-western front.
"But now times have changed," Raul Castro said, "Cuba and Angola move forward in the development and welfare of their people, as they are successfully inserted into a more complex world."
The Cuban president stressed that the increasing bilateral cooperation had a great impact with the presence in Cuba of President Dos Santos in 2007.
At the end of speeches, the statesmen met in private and started official talks between delegations from both governments.
