New telephone rates will begin on May 1

Three new government resolutions – numbers 51, 54 and 64 – will affect telephony in Cuba, the newspaper Granma announced Thursday.
Here are the details:
• Pre-paid international long-distance rates will be reduced from 42 percent to as much as 75 percent beginning May 1 for fixed-line users and May 3 for cell-phone users. But the rates for post-paid service will remain.
• Calls to the United States will be subject to a tax of 25 cents of a U.S. dollar per minute.
• Beginning June 1, there will be new rates for pre-paid cell phones: from 7 a.m. to 11 p.m., the cost per minute will be 45 cents CUC; from 11 p.m. to 7 a.m. the cost per minute will drop to 10 cents CUC.
• Beginning in November, a modality called "Caller pays" will be instituted. The person originating the call will enter a code (not yet established) that tells the recipient that the caller will pay.
• Also in November, the "Collect call" modality will begin. Through a code, the caller can ask the recipient if he will agree to pay for the call. In both modalities, the fee will be 60 cents per minute.
• Users of post-paid phones may sign up for a "closed group" service for at least 10 lines. Within that group, outgoing calls will cost 30 cents per minute and received calls will be free. Outside that group, the standard rates apply.
