Cuba, oil and compensation

It is revealing that the US [and global] mass media has paid no attention to the possible NEGATIVE economic impact on Cuba that the oil spill will have.
Let us assume that the spill continues moving south and east, as it has done.
Eventually, the oil will reach the Cuban coast affecting territory stretching from the coast of Pinar del Rio all the way to the east of Varadero.
In such scenario, is BP going to pay compensation to Cuba?
Moreover, since the spill took place in US territory, can Cuba demand compensation from the US government as well?
At this point no one has raised those questions, at least publicly.
