Apparently undeterred by a bill pending in the U.S. House of Representatives that would penalize foreign oil companies that drill in Cuban waters, Spain’s Repsol YPF SA continues with plans to contract a platform for exploratory drilling, Spanish news agency EFE reported.

Last week Florida Rep. Vernon Buchanan (R-Sarasota) launched a bill that would authorize the U.S. secretary of the interior to deny drilling licenses in the United States to companies that operate in Cuba.

The company said Thursday that it plans to expand operations in West Africa and continues to plan for drilling in Cuba “late this year.”

Repsol contracted a drilling platform from Italy’s ENI SpA, which had the rig built in China. Originally expected to arrive in Cuban waters early this year, delays in construction reportedly postponed deployment of the platform to summer. Construction of the platform was recently moved from China to Singapore.
