HAVANA (AFP) – Former US president Jimmy Carter arrived in Cuba Monday for talks with President Raul Castro at a time of rising tensions between Washington and Havana, according to an AFP journalist.

Carter, 86, invited by the Cuban government, is visiting as part of a "private, non-governmental mission," according to the Carter Center.

The visit comes as relations between Washington and Havana have become increasingly frayed over the recent trial and conviction of a State Department contract employee.

Carter is due to meet Tuesday with President Raul Castro, the foreign ministry said, in his first visit here in nearly a decade.

There are also plans for Carter to meet with Cardinal Jaime Ortega, archbishop of Havana, who had a major hand in the release over the past few months of dozens of imprisoned Cuban dissidents.
