A joint-statement from the National Institute of Meteorology and the Civil Defense recommended that those territories "should increase the hydrometeorological surveillance on the water reservoirs, coastal towns and lowlands close to rivers, and the local authorities must assess the possible measures to be taken in order to protect people and resources.

The statement added that "the rest of the country, specially the eastern provinces, should pay attention to the information on the storm.

At noon, Emily was located at the 16.7 degrees north latitude and 69.9 degrees west longitude, 190 km south from the Dominican Republic and it is moving westwards at 13,67 miles per hour, but it is expected to change its trajectory to the northeast before the end of Wednesday and land at the Barahona Peninsula.

The rain and electric storms caused by Emily are affecting Wednesday afternoon Porto Rico and the sea south of the Hispaniola island.

The Cuban authorities said here on Wednesday that the Cuban medical team working in Haiti is "taking measures" to face the possible increase of the epidemic of cholera during the cross of Emily over that devastated country.

Cuba is frequently struck by tropical cyclones, but the island has a very experienced Civil Defense System, which is internationally acknowledged.
