Cuba said that the UN reform should not make the world organisation a tool based on the interests and whims of a few rich and powerful countries.

The island's representative also highlighted the invasion of the Security Council on issues that concern other organs of the UN system, in particular those related to human rights issues.

Cuba's position was presented by its Permanent Representative to the UN, Pedro Nunez Mosquera, during a debate in the General Assembly related to the agency's work.

"You cannot talk about real reform in this organisation until real reform of the Security Council takes place," Nunez said stressing the existing stagnation in negotiations on the matter.

He called for a Security Council truly equitable and representative, acting on behalf of all and within the mandate under the Charter, "without invading, as it is doing with increasing frequency, the functions and prerogatives of other organs of the system."

At the same time, the imbalance in the treatment of human rights issues in the UN system is considered worrying, since economic, social and cultural rights remain forgotten, he noted.

Nunez Mosquera also criticised the growing use of the subject for selective politicisation and manipulation against some developing countries, while ignoring the systematic violations committed in developed countries.

He also reproached the use of concepts such as responsibility to protect human security and preventive diplomacy, which are not clearly defined or inter-governmentally agreed.

Nunez Mosquera denounced that those nations are used as a pretext for interfering in the internal affairs of States, the violation of its sovereignty, military invasion or promoting changes of regime from outside.

With regard to regional arrangements, he noted that his role should be in full correspondence with Chapter VIII of the Charter, "so it cannot replace the role of the organisation or ignore the strict application of the basic principles of maintenance of peace."
