New measures for the sale of homes in Cuba

Further measures for the purchase, construction and transfer of property in Cuba were approved by the Cabinet last week. The new regulations involve increased government control over the operations.
One set "a new reference value, relative to the market, to apply to the transmission housing by gift and purchase." "Variables are defined for determining the reference value as the number of bedrooms, constructive typology, facilities urban planning, the importance of settlements, and the existence of garages, yards and gardens" notes the publication of the newspaper Granma.
The official note reports that this measure "is adopted before the underreporting of income, both sellers and buyers, who declare a lower price than the actual of sale". "They are masking purchases and donations, which also constitutes tax evasion," criticized the newspaper. Taxes for these transactions are maintained at 4%.
Andollo Leonardo Valdés, deputy chief of the commission of the implementation of the "reforms", said the Municipal Councils of People's Power Administration made at least two calls a year for receipt of applications for subsidies from the population according to available funding and the results of that process will be announced publicly.
A third measure adopted by the Council of Ministers is related to the legalization of housing and recognition of perpetual leasehold those affected by weather events, currently being built in approved facility.
The Government also approved "the transfer of state property in execution for completion by own efforts", prioritizing affected by weather conditions, sheltered and social cases.
