4th. round of US-Cuba talks to be held today in Washington

After the announcement on December of restoring their relations, US and Cuba hold today a fourth round of talks, which will be focused on overcoming obstacles and define practical measures for the opening of embassies in their respective capitals.
Both sides have reported progress and a favorable climate to an understanding, which would materialize the decision announced in December by US President Barack Obama and Cuban President Raul Castro.
For the reopening of embassies, Washington wants assurances that its diplomats will have freedom of movement; the elimination of restrictions on the diplomatic pouch; and the removal of police cordon which takes personal data of Cubans attending the embassy.
The United States has responded positively to the main demands of the government of Cuba to resume relations: its removal from the list of state sponsors of terrorism and getting a bank to support the financial operations of the future Cuban embassy in Washington DC.
The first would be made after the expiry of the review period of 45 days of the Congress on the proposal of the president. The latter is already fixed according to diplomatic sources.
