The challenge of Cuba to return to the OAS

Convincing Cuba to get reinstated into the Organization of American States (OAS) is one of the main challenges of Luis Almagro, who assumes the General Secretariat of that body on Tuesday.
Almagro, who forged a good relationship with the government of Raul Castro during his time as Uruguayan Foreign Minister (2010-2015), is well positioned to talk with Cuba. But it is not expected in the short term that the island to become again an active member of OAS, according to diplomatic sources and experts consulted by EFE.
Under the previous term there were three important facts in relations between OAS and Havana: in 2009 the suspension of Cuba was lifted; in 2014, the Chilean became the first Secretary General to travel to Cuba in five decades; and in 2015 the Caribbean country participated for the first time in a Summit of the Americas.
