Guantanamo Naval Base could be returned to Cuba without consulting Congress

US President Barack Obama has "unilateral authority" to return the Guantanamo naval base to Cuba without consulting Congress, said an American lawyer who has represented prisoners in that prison, in an interview published last Monday in Havana.
"I think he has unilateral authority to do this", said Thomas Wilner from Sherman & Sterling law firm in Washington and columnist in several US newspapers, in an interview published in Cubadebate.
He said that "the president does not require congressional approval" to take that step, but added that "it is very unlikely that any president, Democrat or Republican, to end a treaty like this without at least having the tacit approval of Congress."
The return of this territory of 116 square kilometers is a necessary step to Havana for the normalization of relations between the two countries, after the rapprochement initiated last December after half a century of enmity.
