The National Immigration Service (SNM) of Panama has announced a temporary suspension of the online processing of Stamped Visas for Cuban nationals, citing "vulnerabilities" in their computer system.
The official statement from the agency indicates that this measure will last at least through the end of July, during which time the process that Cubans usually follow to book appointments for obtaining this type of visa will be disabled.
Roger Mojica, the new director of the SNM, confirmed the institution's commitment to transparency in these procedures and emphasized the importance of adhering to the country's immigration laws, "always respecting human rights."
The statement clarifies that once the technical issue is resolved, Cuban applicants can resume the process to acquire the Stamped Visa at the SNM's main office in Panama City. The measure aims to ensure a secure migration process and compliance with current regulations, guaranteeing that all applications will be managed appropriately once the system is restored.
In January of this year, the Panamanian government extended the mandatory transit visa requirement for Cuban travelers until July 31, a measure initially decreed in March 2022. According to a decree issued in December 2022, Panamanian authorities allow visa holders to stay in the international transit area of the airport for up to 24 hours.
At the time, the decision was due to an "increase in cases of Cuban nationals admitted or rejected by their destination country, causing inconveniences at immigration control points within Panamanian territory."
Since its implementation, exemptions from the transit visa include, among others, those traveling to Cuba, holding a valid tourist or resident visa for Panama, or possessing a multiple-entry visa previously used in the granting state, valid for at least six months at the time of transit, issued by countries such as the United States and the European Union. Panama has traditionally been a key transit point for Cubans migrating irregularly to the United States through Central America.
