Over 1.2 million documents have been legalized by the Ministry of Foreign Affairs (MINREX) so far this year, a milestone celebrated by Cuban Foreign Minister Bruno Rodríguez Parrilla. "Since May, legalizations have not exceeded the 10-day deadline at the Ministry, thanks to the joint effort of workers and involved agencies," the minister wrote on his social media account on X.

However, these figures underscore the harsh reality of the island, marked by a continuous emigration of its workforce in search of better living conditions and professional development. "And he sells it as a success, instead of understanding the monumental failure it represents. A country in stampede due to the appalling management of those who tyrannize it," remarked Mario J. Pentón, a journalist from Martí Noticias.

In the comments on Rodríguez Parrilla’s post, other Cubans questioned the purpose behind the legalization of over a million documents. Since mid-2023, MINREX acknowledged a backlog in document legalization due to the increased demand for this service.

The massive wave of migration has overwhelmed notarial offices in several provinces, causing delays in processes such as powers of attorney, authorizations, and property transactions amid the government's inability to efficiently manage these procedures. This year, the regime announced that it is considering joining the Apostille Convention, an international agreement that would eliminate the need for legalization procedures for up to 60% of documents to have legal effect outside the island.
