Cuban Customs clarified that travelers entering the country are not prohibited from carrying packages intended for third parties. In a press conference, Jorge Luis Bubaire Quintana, head of Customs at the José Martí International Airport in Havana, emphasized that passengers importing gifts for personal use or for family and friends will not face interference.
"As long as it is done legally and in accordance with the established regulations in our country," Quintana stressed.
This statement may be related to a recent viral news story about a supposed new prohibition on travelers carrying packages for others upon entering the country, along with the potential administrative or criminal penalties they could face.
The official reiterated that Customs will "never become an obstacle for international traveler transit operations and external trade activities."
The regime has long warned frequent travelers to the island that they are not authorized to carry any type of package on behalf of other individuals or entities. In March 2018, in a message directed at so-called 'mules,' it was emphasized that "the passenger carrying a package assumes the administrative and criminal responsibility derived from the nature of its content."
So far this year, 87% of passengers passing through Customs' green channel have been exempted from paying duties on goods such as food, hygiene products, medications, and medical supplies, a beneficial measure that, however, may not last long.
Last July, Prime Minister Manuel Marrero criticized those who, according to the regime, bring in duty-free products and sell them "at exorbitant and abusive prices." Marrero discussed the tariff exemptions for the importation of medications, food, and hygiene products by individuals and announced that the extension would last until September, before noting that "there are many distortions behind this measure, which we approved to benefit the people."
"This has been exploited by people who bring in large quantities of products to sell them in a black market at exorbitant and abusive prices," Marrero said.
