Cuban Government to Offer Construction Supplies and Mattresses to Hurricane Oscar Victims

In the aftermath of Hurricane Oscar's impact on eastern Cuba, the Cuban government has announced plans to sell construction supplies and mattresses to those affected in Guantánamo province. Yanisley Ortiz Mantecón, Vice Minister of Finance and Prices, informed state-run newspaper Granma that the storm caused significant material damage, particularly to homes, ranging from complete collapses to partial roof losses.

During a press conference held on Friday, Ortiz Mantecón stated that, as a response to the devastation, the government will subsidize 50% of the cost of construction materials for those whose homes have been damaged. In addition, the price of mattresses for the victims will also be subsidized, as outlined in the recent Agreement 9991 by the Council of Ministers, published in the special edition number 47 of the Official Gazette of the Republic.

The Vice Minister highlighted that individuals whose incomes do not allow them to purchase the necessary materials and goods can apply for bank loans and state budget subsidies or seek assistance from Social Services for financial aid, in line with current legislation.

Widespread Skepticism Amid Government Promises

However, these government measures have been met with skepticism by many Cubans who recall similar promises made during previous disasters, where the pledged aid failed to fully materialize. In recent events, such as Hurricane Ian in September 2022, the government also vowed financial and material support to those impacted, yet recipients encountered lengthy bureaucratic processes, delays in material delivery, and unaffordable prices for a population already facing a severe economic crisis.

Moreover, despite the state's assurances of a 50% subsidy on material costs and the provision of loans and subsidies, the reality in state-run stores paints a different picture. Construction materials are often out of stock, and when available, their prices are prohibitive for most people. These challenges, coupled with escalating inflation, severely limit the ability of those affected to rebuild their homes.
