The conference will focus on long-distance and horizontal drilling, deep-water exploration, production and transport, and refining of extra-heavy crude.
Spain, China, India and Canada have begun negotiating with Cuba on deep-water exploration in the Gulf of Mexico.
Cuba is currently planning to restructure its energy sector to increase efficiency and promote domestic petrol production to cash in rising prices of fuel on the international market.
Following substantial increases in recent years, Cuban domestic fuel production currently meets around half of the island's demand.
Meanwhile, a parallel geoscience conference also began on Tuesday, which will hold forums on geology, geophysics, mining, geochemistry, petrol sciences, mineral sciences, hydrology, and geological engineering.
