Upon his arrival at the Carrasco airport, the head of the Cuban delegation was accorded military honors, and then moved to the headquarters of debates preceding the Summit's official inauguration.
Cuba defends multilateralism and sovereignty, the validity of the UN Charter's principles, and non-interference in internal affairs, and rejects coercive measures against international law.
The condemnation of the US economic, commercial, financial blockade against Cuba features among the proposals of the summit, which will be also calling for its removal and end of the measures recently adopted by the Bush government to reinforce it.
At the same time, the Ibero-American community will reject all forms of terrorism, the financing and protection of criminals, and once again urge Washington to extradite Luis Posada Carriles, responsible for the explosion of a Cubana airliner in 1976, when 73 civilians died.
Deputy Foreign Ministers Abelardo Moreno and Alejandro Gonzalez, as well as Ambassador Marielena Ruiz are forming the Cuban delegation at the Montevideo meeting.
