The document was signed by Dominican environment minister Max Puig and the Cuban science, technology and environment minister Fernando González.
"We are very happy, we congratulate ourselves for having signed this agreement which allows us to work, continue working, not only as weve done until now, but increasing our links", said Puig.
His Cuban colleague said that the document was "proof of unity between Latin American and Caribbean peoples".
The agreement provides for scientific exchanges in energy efficiency, as well as drawing up an adaptation and mitigation plan to address the effects of climate change, especially in coastal and marine areas.
It also includes searching jointly for solutions to the main regional environmental problems, by means of cooperation, and on the basis of equality and mutual benefit.
